Sorry about the rant, but I'm a little hacked off. I moved back to Arkansas and need a new DL. I get to the revenue office and present my old drivers license - no dice. I'm told I have to also bring a birth certificate or passport. Not satisfied, I pull out everything I brought that proves I am who I am - a DoD CAC card, FCC license, CHL, insurance. Nope - and having previously had an Arkansas DL does not give them leeway to reissue it.
But what really pissed me off is that I was surrounded by people who didn't speak a lick of english and they didn't have any problems at all getting a DL. Should I try another revenue office? Anybody else have the same problems? |

It took us 3, years to get my wife's DL after we moved to Arkansas, roughly 7 years ago. You can thank the feds for
this and for the thing about illegals net even having to have legit. I.D. or insurance to get theirs. She was only able to get hers here because of a Dept. of Revenue employee that too pity on my wife, who was in an impossible situation as far as all the paper work required.A courthouse had burned down in one place and a serious case of stupid and another courthouse. This was one of several reasons we moved from Texas. It was even worse there. |
My wife went through a lot of crap to get her ID, birth certificate, marriage license, divorce decree from previous marriage, and our marriage license,, at the revenue office off 6th St by UofA campus. Besides all the crap, I must admit the wait was very short both times. She's part mex, but not enough to get the ID as easy I guess, maybe if she spoke spanish...

I fail to understand why you are upset. The Arkansas Revenue office's website clearly lays out the documentation they accept to issue a driver's license:

The requirement has been the same for years, and is the way it is to keep people like illegal immigrants from getting a license improperly. Are you just "hacked off" because people that speak Spanish were smart enough to bring the proper identification, but you failed ot do so? That is irrational. The revenue office is an inefficient, govt office, and it can be infuriating. But your problem was your own... You need to take a little responsibility on this one. |

The OP said he offered them his DOD CAC card. I'm not sure if that is a mil id or just the computer access card. If it's a military ID than is all that should be required and not require his birth certificate. The CAC stuff was kinda new when I retired so can't remember all the ins and outs. He said he also showed them his CCW permit but I assume it was not Arkansas. An Arkansas one should be enough as well. |

Well if the current CAC card is indeed the current Mil ID then indeed he had all that was required according to the states own web site. I can guarantee a Mil ID is harder to acquire than a state ID. But again the folks(well some anyway) at the state offices leave a little to be desired. To say that some are clueless is an understatement. |
| I would try a different office seems like you had everything together and they just f-Ed you. Just like everything in the .gov seek out a new person and ask them the same question to get your answer you need. It wouldn't hurt to print out regs from their website and ask to speak to the supervisor (just like you needed to do in military at finance) and it will get straitened out. |
| I remember years ago when I was stationed at the base in J-ville. When it was time to renew my vehicle tags I usually went to the J-ville office or the one in Sherwood/NLR off JFK. I tried going to the Benton office once and they had no clue how to handle military personnel. I had waited for over an hour and when I got to the counter they were dumbstruck about me being active Mil and not a resident of AR. I tried to explain but they were having none of it. So I ended up going back to J-ville. At least they are used to dealing with Mil there and know the rules. I'm fairly certain it's this way in most of the AR revenue branches. |
