I thought small town cops didn't have to answer to anyone, at least that's how the one's I know think.

They would answer to the mayor/town council in a really small town. City manager or equivalent in a somewhat larger town. County Sheriff and State Patrol have sway over a town cop. I would guess that Dept of Public Safety would have some say.

No.  Unless they completely screw something up and get the attorney general involved.  City council or city manager is it.

I guess I should have been more explicit in my use of "sway". A few times in my earlier, more rowdy days we had a few town cops who shall we say were overzealous towards everyone. I had a couple times where things were going overboard and I demanded a county be called. I walked away each time. We also had one who was afraid of a few guys and would always pull his gun on them when he pulled them over. This happened a few times. The Sheriff had to explain to the town cop that he just could not do that.

As far as knowing who the bad guys are sometimes the town cops just add people they dislike to that list. Then you can take the town of Eldridge where they are just plain assholes. They like following folks outside of their jurisdiction or just around town w/o any just reason, spotlighting them in parking lots. A few months ago I had 5 incidents with them in 9 days. They never pulled me over just followed me around or shined their spotlights on me. From what I have heard from residents who have complained the chief condones this type of "police work".

Don't get me wrong their are good cops out there but there are some "I am God" types out there and they give the rest a bad name.

From the sounds of the scanner in my area, I think the county Sheriff would be the correct answer. I don't honestly know for sure.

If it is a problem with the Officer, go to the Chief, if it is a problem with the Chief go to the Mayor, if you have problem with the Mayor, take it to the City Councel, if you dont have any luck there take it to the County Attorny's office.  If you think you are getting your civil rights trampled file a lawsuit and tell it to the judge.  
Or if all that fails, Set-up a blog and post it on the internet, preferably with pictures

As a small town Officer my favorite one so far is when I got complained on to the mayor for excessive force, it seems that myself and another officer unmercifuly beat a poor, defenseless, upstanding, good Christian civilian to a pulp for no reason, and then, to add insult to injury, I personally tasered him (according to the complaint) no less than 6 times.  Funny part was, it never happened, no-one was approached by officers, arrested and beaten, let alone by me, and the Department didn't even OWN Tasers at the time (and didn't for a year after).  The Mayor never would pony-up the name of the complainer so the Chief could chat with them about the allegations.

Sounds like there is a small town that is better avoided
