I let my CPL lapse. Is that accurate? How long are recent applicants waiting for their permits? |

My wife is in front of the board as I type this. The local, MSP and FBI reports came back within 2 weeks. Macomb County drug their feet for 3 fucking months. Macomb took me like 8 weeks or so. They're the only county in the state that requires in-person appearance before the gun board. Damn morons... |

Hell, last Wed afternoon there was over a 2 hr wait to get stinkin fingerprinted by Macomb county sheriff. I got sent home despite being there over an hour before they close. Can't imagine how long it will take to finish the rest! The number of people rushing out for CPL's that aren't shooters or even own a gun is mind blowing. In my class there were people RENTING a handgun. Who on earth thinks they need to carry a gun if they don't even have one, not alone put enough rounds down range to have a clue what they're doing. So somehow everyone decided since there's a proposed ban on guns they should rush out and do this, without actually getting any experience first. Am I the only person that thinks you should be proficient or better w/ firearms before doing this (and given my audience here I think I know the answer haha). |

As much as this pains me too at least they are becoming gun owners . We need the numbers to promote our sport and vote for our side. We all started somewhere. A friend and me were talking introduction to firearms class for the new shooter. I mean starting with a closed gun case and how to handle the gun safely to show clear. A really patient person could earn a good amount of money doing this. |

When I took my class I had to rent one and I owned 2 handguns at that time, but the range we used didn't allow anything over 40cal for whatever reason so my 45 and 44 were out. |

When I took my class I had to rent one and I owned 2 handguns at that time, but the range we used didn't allow anything over 40cal for whatever reason so my 45 and 44 were out. Well, that may have been your case, but I am quite certain these people who did not know how to operate a DA revolver weren't using that rental because their 45's weren't allowed. Out of 40+ people, nobody else had a range bag, few even had eyes or ears. I'm no operator, but if you shoot a bit this is the type of stuff you have. I would figure you should shoot "a bit" before carrying, but maybe I'm in the minority. Class was in Roseville....... |

I signed up and took the CPL class as a newb. Had only been to the range for 3 visits before taking the class. Even I however, was shocked at some lackluster shooting and gun knowledge displayed by others in my class. I too had some in the class who did not own their own handgun. I walked in thinking I'd be getting schooled and ended up doing some schooling.

I think that's a lot better than somebody going out and buying a gun if they honestly have no clue how to use it.
Some people are smart enough to know they know nothing about guns, and take at least some sort of basic safety course before even buying one. Or they are familiar with shooting, and strapped for cash, they might decide to just take things one paycheck at a time. Go spend $100 on a course. Then next paycheck go pay for the application and background check. Then in the next 3-5 pay periods while waiting for the CPL to be approved and issued, they can save up $100 a paycheck to get a decent used gun. Or they have lots of rifles, and no handgun yet. Whenever my friends tell me they're thinking of getting a CPL, I tell them to go take the class ASAP before doing anything. Since you have to have TIME(especially people that work weekends)+MONEY+A class with an opening nearby, get that done first. Especially since the whole process involves a lot of waiting. Even once they get a chance to go to the class, actually APPLYING and fingerprinting can take all day as you mentioned. So that could be 1-2 days off work for a class, 1 day off work for the paperwork and application. Better to do that when you have time, then buy the gun later since it'll be several weeks before the CPL arrives anyway. IMHO, there is NOTHING wrong with getting training and education before buying a gun. Kinda like getting my motorcycle endorsement and MSF training before buying one. |

My last renewal (in Macomb) was in Feb. 09, just after the last panic of the 08 election. I remember the woman at the county clerks office saying how swamped they were with applications then, I imagine it's worse now. Anyway, all that I had to do was submit a renewal application with a new photo and received my new CPL card in the mail about a month later. I did not have to go before the board again for my renewal.
Mine expires again next January so I'll need to start the renewal process before the end of summer I suppose. |

I took my CPL course and borrowed my friend's 1911 since he was taking the class with me. I had been going to the range for 2.5 years at that point. It had been all rifle and handgun until about the last year when my friend bought his 1911. I had fired about 1,000 rounds down range by the time I took the CPL class, yet didn't own my own pistol. The reason for this is that I graduated from U of M in May 2012, and took the course in June 2012. I couldn't afford to buy the pistol I want, and still can't actually. But I have the training and experience for when I can afford the pistol. I personally would much rather see someone take the CPL class and receive their CPL before buying a pistol instead of taking one of the basic gun safety courses. CPLs are a number to the government and show our strength as a community, but basic gun safety classes are not tracked at all. I think it's better to show our community's numbers. I still advocate continuous training too, but not all of us can afford $100-$200 for a class plus ammo. Unfortunately, I'm one of those people. Being fresh out of college means money is tight, even though I have a job. |

They supposedly have a gun board meeting the third week of every month, but when I called this week she said they combined two meetings and were meeting this week. Then it would be several weeks because the clerks office had over 300 permits to issue. The law says they have 45 days from when the fingerprint cards are received or something like that...I assumed that meant when the cards were pulled for the application via the sheriffs office. The clerk claims this means she has 45 days from when the gun board approves to actually issue the permit! |

Unless and until a county gets smacked by a judge, it will continue. My initial permit back in '01 took 4 months. My renewal in '07 took 6 months.

28.425d provides legal recourse is they don't meet the 45 day window. You are correct that the county has 45 days in which to issue or deny (5 business days to notify applicant of denial) a license once they receives the fingerprint comparison from the State Police. However, this only applies to first-time applicants. For renewals, you're interested in 28.425l subsection 4: (4) The concealed weapon licensing board shall issue or deny issuance of a renewal license within 60 days after the application for renewal is properly submitted. The county clerk shall issue the applicant a receipt for his or her renewal application at the time the application is submitted.
And subsection 5: (5) If the concealed weapon licensing board fails to deny or issue a renewal license to the person within 60 days as required under subsection (4), the expiration date of the current license is extended by 180 days or until the renewal license is issued, whichever occurs first. This subsection does not apply unless the person pays the renewal fee at the time the renewal application is submitted and the person has submitted a receipt from a police agency that confirms that a background check has been requested by the applicant.
Not sure what the bolded part is about. Thought the clerk was responsible for this. Anyhow, seems like you have 60 days for them to respond, which by my calculations is April 2nd. |

It took her 2 weeks from the day she dropped off the paperwork till it arrived in the mail. I'd imagine the increase in applications has added to the wait time though. If they have an electronic status tracking system like Macomb County, track it on there. Once the fingerprint reports have been sent back to the clerk (i.e. state police and FBI ran them and sent in the reports), they have 45 days to issue or deny your license. Sometimes the clerks needs a little shove in the right direction by someone who knows the law. |

i'm now ready to get my cpl (recovering from major medical problems is why i don't have it already) but Damn!!! 4-6 month wait time......WTF!!!
