1st step is get your certificate of class completion.
2nd fill out a aplication.
3rd get your fingerprint done. (got mine done at the gennesee county jail)
4th get your passport photo. (walgreens)
5th turn it all in (for me was the 2nd floor of the flint/genesse county court house saginaw street down town at the county clerks)
6th and hardest part.... wait...wait... oh and wait..
7th get little postacrd in mail your ok and rdy go back to court house 2nd floor and pick up.

as far as the most cost effective class... put simple you get what you pay for. took mine at williams gun and sight on irish rd off I69, was good and came with a yr pass to the range. but if had the need again i would do advanced range on center rd  north of court street.

Thank you for the response. I am actually going to Williams tomorrow to shoot my M4 for the first time. I will look into the classes while I am there.

Unless something has changed, dont you get your prints done after you turn in your application and pay your fee?  The fee included prints when I got mine a few years ago, so you showed your receipt at the jail and they did your prints there without any additional charge.
I just checked here

and it instructs you to apply first and then take your receipt to wherever you get your prints done.
