So I got my new form, with two copies for the po-po...  It says to get them to the local jurisdiction, and I know from discussions that they can be mailed.  My local jurisdiction is right down the road.  Can just drop them off there?  Do they give some sort of receipt? (isn't it a felony now if you don't register the pistol - I'd hate for someone losing the forms to cause be a felony)

Just looking for info from someone who's gone through the new process.

Yep, take them into the PD or call them to find out where to mail it. There may be a records division, like there is at my PD, or you may have to ATTN it to someone.

I didn't get a receipt , but if you turned them in, you turned them in. If you mail I would probably get some kind of delivery confirmation at least, or even registered mail.

Mailing it w/ delivery confirmation is the safest bet.  If you'd rather take it in, at least make note of the date/time and get the name/badge no. of who took it.  Scribble that on your copy and file it away.

Failure to reg was only a misdemeanor. Now its only a civil infraction.

OK, I thought it changed, but wasn't sure how.  I'll be calling tomorrow.  I'd rather just drop them off, so I'll ask and check back here with the results.

So whats the worst they can do If One were to hypothetically refuse to register?

"A purchaser who fails to comply with the requirements of this subsection is responsible for a state civil infraction and may be fined not more than $250.00. If a purchaser is found responsible for a state civil infraction under this subsection, the court shall notify the department of state police of that determination"

The return of the copies to the licensing authority may be made in person or may be made by first-class mail or certified mail sent within the 10-day period to the proper address of the licensing authority.

Do we still have to get the form from the local LE, or do we just print the form and take it to the point of purchase, mailing it in afterwards?

Non-CPL holders still need a purchase permit.  CPL holders get the RI-60 from their dealer or print one out.  There's a link in a sticky at the top.

I turned the local and MSP copies in today.  Walked up to the records counter, handed them the form and then left.  The clerk knew what I was giving her, so I wasn't the first to drop them off.  I didn't get a receipt or anything, I just wrote on my copy the date and time I dropped them off.
