Does anyone know any gun shops or private enterprisers who finish 80% lowers?

No, I'd suspect that most of the places wouldn't be interested.  Actually if they do the maching, as opposed to yourself, I'd suspect that they would be the manufactuer and would have to paper it over to you, as opposed to doing it yourself and being under the homemade rules.   I may be wrong however, if someone else wants to chime in.

there are guides online on how to do it yourself if you are interested.

I know a guy but he has his mfr license so it will come with paperwork. You are better off getting a finished lower. Don't be paranoid about paperwork, if you're posting here you're already on "The List" anyway!

I'm not so worried about paperwork, as I am about availability. I can stock up on unfinished lowers on the cheap, and have them sent straight to my apartment.

Downside is that I don't have space for a drill press or the expertise to operate one, so I guess I'll stick with stripped lowers for now.

Probably not cost effective for you to have a machine shop do it for you unless you plan on doing several.  Also, the shop would need an 07 FFL to do it legally.  To do it yourself is like reloading ammo, you'd need to do several to make it worth the investment in machines/tooling.
