Looks like I will be staying here in Oregon so I need to get a Oregon driver's license. My car is registered at my folk's in Wyoming, can I leave it registered there or do I have to register it here in Oregon? I already know it will not pass DEQ here nor will it ever be able to. Are there any problems with leaving it registered in Wyoming that I can get in trouble for?

The Oregon DMV has a pretty good website.  Here are some links to get you started.

As far as I know, smog tests are required in the Rogue Valley area and the Portland Metro area.  The DMV site will give you more details.

Thanks for the links! I looked though them and all they really say is that I should register my car right away, however they do not provide any time frames or reasons behind this statement. I better call them and ask.

One question for ya might be where do you consider your perm address?  If it is with your parents in wym then leave it registered there.  Or maybe think if it this way who owns the car?  If it is your parents and they are lowning it to you then it should be registered in the owners state?  

Look at comercial fleets they rarely register cars in the state that they used they are registered in a state where the tax/fees are beneficial to them.  See if you can find a u-haul truck in the state of oregon that is registered in the state of oregon?  Only one I have ever seen was on a one way trip here and we sent it on a one way trip out of state.  And I worked for them for 6 months.

Maybe the question should be what does the DEQ want you to do and what does the DEQ require you do by law?

Thanks for those thoughts, I am with you on the brain dead college grad thing

I really would prefer to leave it registered in Wyoming so perhaps if I add my dad to the title (I own the car outright) I  can just leave it registered at that address and say it's my dad's and I am using it. I honestly would register it here but it simply will not pass emissions in this this state and where I am living requires it.

Here ya go:Oregon revised Statutes - Chapter 803 of the Vehicle Code  I cut and pasted the pertinent parts here...


803.300 Failure to register; penalty. (1) A person commits the offense of failure to register a vehicle if the person owns a vehicle in this state and the person does not register the vehicle in this state.

     (2) In addition to other persons subject to this section, this section applies to out-of-state corporations owning, operating or maintaining a place of business in this state with regard to vehicles that are used by the corporation doing business in this state.

     (3) Exemptions from this section are established under ORS 803.305.

     (4) The offense described in this section, failure to register a vehicle, is a Class D traffic violation.

803.350 Qualifications for registration; fee; rules. This section establishes the requirements for qualification for registration. The Department of Transportation shall not issue registration to a vehicle if the requirements under this section are not met. The department, in the absence of just cause for refusing to register a vehicle upon application, shall assign a distinctive number or other distinctive means of identification and shall issue registration for a vehicle if all of the following requirements are met:
  (5) The applicant is domiciled in this state, as described in ORS 803.355, if required by ORS 803.360 to be domiciled in the state in order to register a vehicle. If the department has reason to believe that the applicant is not domiciled in this state and is required to be in order to register a vehicle, the department may require the person to submit proof of domicile. The department shall determine by rule what constitutes proof of domicile.
803.355 “Domicile” described. For purposes of ORS 803.350 to 803.370 and 807.045, a person is domiciled in this state if the person’s place of abode is in the state and the person intends to remain in the state or, if absent, to return to it. [1985 c.305 §7; 1989 c.636 §15]

     803.360 Domicile requirements for registration; exceptions. (1) No person may register or renew the registration of a vehicle in this state unless the person is domiciled in this state, as described in ORS 803.355. This section does not apply to persons required by ORS 803.200 or any other provision of law, to register vehicles in this state.

     (2) Notwithstanding subsection (1) of this section, a person who is not domiciled in this state may register or renew the registration of a vehicle that:

     (a) Is usually left within the state when the registered owner is absent from the state;

     (b) Is used primarily for personal transportation within the state;

     (c) Is a private passenger vehicle or a vehicle with a loaded weight of less than 10,000 pounds; and

     (d) Is not a motor home or a camper.

Is the car in your name or your parents in Wyoming?

If the car is in your name and you get pulled over you will have to explain why you have an Oregon drivers license and Wyoming tags.

In my own experiance, in Oregon they act like they don't even want my money, the DMV makes me jump through hoops just to register a car here. You have to PROVE to them that you live here. Whereas, in California, they froze my fathers bank account while he was moving up here, he had registered his car here while still trying to sell his home there. (Owned a home in each state) One day his checks start bouncing, he knew he had $350,000 in the bank, he calls the bank "WTF?", they say "yeah, the California department of revinue froze your account", turns out they had 1 anonomous phone call saying they saw him getting mail at his PO box. CHP checked it out and found out he owned a home there, so they froze everything he owned untill they got it straightened out.

It fealt like that movie "Enemy of the State."

You're going to have to register it in Oregon, especially if you get an Oregon DL.

Just like stated you have 30 days or you pay extra. There are ways around DEQ, Nothing I will state in public though.
