Kit from Del-Ton, Model 1, or M&A ( I have used Del-Ton personally, they kick ass) + a stripped lower can be done for right around $600. Done that a few times.

Shop around, check the EE for sales on lowers. you should be able to build one for less than the price of a used one.

if you can score some good deals on the EE you can get one in under $600.  With all new stuff on my ar I was only out $650.  Do some shopin around and you'd be supprised what you can come up with.

It is doable.

700-750 is more realistic.

It depends on how long you are willing to wait and scrounge for parts.

For $600 yes.

For under $400?  Not unless it's a pile of shit.
