Uh no & kinda & yes...depends on who you ask & how you ask.

No you can't poor corn on the ground & shoot/hunt over it but if you go through the effort of 'planting' corn using standard agricultural practices yes you can hunt/shoot over it.

Using any of the commercial products you poor on a stump, on the ground whether liquid, powder, granular or block is considered bait by GA DNR standards.

Go to big dollar high brow Dove Shoot and you can learn a thing or two about baiting vs standard agricultural process.  I think there is a governor or senator that can be asked IIRC.

Had a neighboring hunt club till about an acre of dirt & spread seed out last spring 2 days before Turkey season opened...dam near sounded like a dove shoot going on.  Needless to say I scouted our side of the fence & found some nice roasting areas but could not convince a tom to come to me.

I could go on & on about the Great Bait Debate but to each his own.  If you really want to stir the puddin post a bait question over on GON & watch the hilarity ensue...

When we put out food plots I call them 'bait plots'.  
Kinda pisses some of the guys off in the club but to me they're the same, just more $$$ & time involved.

Where I hunt (SC) we are not bashful about baiting. We keep many feeders running year round.
