I have a RRA LAR-15 and want to change the current collapable butt stock to an ACE SOCOM. I have heard that some M4 butt stocks are mil spec and some are civilian(?). Is there truly a difference? If so, how do you determine which one you have and what size to order?

The receiver extension that the stock rides on is what determines which stock you need.  Commercial receiver extensions are larger in diameter than mil-spec receiver extensions.  Your RRA will have a commercial receiver extension.
