If you are an FFL/SOT in GA, transferring firearms within GA, to which states' residents can you lawfully transfer long guns, hand guns, SBRs, suppressors and C3 if they are making a physical purchase in GA? Some states regulate out of state sales/purchases.

Handguns you gotta be a resident in the state.

Class III toys you gotta be a resident in the state.

Long guns I honestly don't remember the rule.  Allen (zzxx99) handles all our transfers.

Per one of the recent ATF FFL newsletters, the rule for long guns is that the purchase must be legal where the "transaction takes place".  So if in GA, it must be legal in GA.  It used to be that the laws of both states had to be complied with but they changed that as it was nearly impossible for your average FFL to decipher laws on both ends, especially being that ATF's "Laws of the 50 States" is never complete or up-to-date.

In practicality though, I don't think you'll find many dealers selling AK's by the crate to say, a California resident, as a matter of liability.

Disabled Cookies?! That's a funny mental picture... a physically challenged chocolate chip, or an oreo with an identity crisis, or a gimp sugar cookie.
