I know you have to have a pistol permit to purchase from a local dealer, but my question is do I have to have one to purchase from someone local?
If I do how hard is it to get one? Thanks. This is for NC. |

Yes, you are to get a purchase permit to buy from someone. How hard is it to get? I would really say, how long does it take to get one. Well that depends on the county for which you reside in. Randolph County takes about 10 minutes, others may or may not have a waiting period.
In my county you fill out the paperwork, about 3 pages long, and list references (names, their address and phone number). Then sit back and wait for them to call you to come back their office and get your purchase permit. If your SO is quite aways driving time you may want to go ahead and get the info I mentioned above and just fill out the paperwork while you are there. This will save your time and gas money. Randolph County SO charges $5 per purchase permit. If you really want to save time and money get a few permits while you are doing the paperwork all at the same time. |

To purchase a handgun from a store or individual you the buyer need either a purchase permit or a CCP.
If using a purchase permit, the seller should retain the permit for his/her records. Some sellers (privaye individuals) do not do this, they just want to see it. I think this is a violation of the law, but that's just my opinion. How easy it is to get a permit varies by county. Do a Google search for your county and you should find all the info you need. If you can pass the NICS check on a regular 4473, you will be issued the permit as far as I'm aware.
Here in Columbus county it takes a few days. Last time I got some they would only issue 3 permits per application at $5 per permit. Deputy who took my application said to expect 7 to 10 days wait, but they called me two days after I applied. Legally you are supposed to have a permit and tender it to seller when you take ownership of a handgun in NC, even if said handgun is a gift or inheritance. All FFLs will demand the permit for their records. Private sellers, in my experience, will either not care at all or just want to see it, along with some ID. |

I have sold a couple pistols over the years. With the one that had the pistol permit, I took it, looked it over, and gave it back. Law does not say how long I am required to keep it. The CHL guys I just let them cash and carry. I do have their names, only screen names and PMs on the forums. |

Spend the time up front and get your CHL, then you don't need handgun permits. Plus a CHL means you don't have to wait for the NICS check when making any purchase (handgun or long gun, not NFA stuff, obviously). You just pick what you want, pay the man and fill out the 4473. Out the door you go. Granted, that doesn't do you any good today or next week, but in general, unless you live in a Freedom Hating place like Durham County, you should get your CHL in about 4 - 6 weeks or so (I think they max is 60 or 90 days)
But as was mentioned earlier, if you are going to get handgun permits, get a few, they're cheap and it'll save you the hassle. |

I'm military with a Texas drivers license and it's not a problem. Finding a space in a CHL class however is a different story! I used to live in SC and they have an awesome deal for military. If you are qualified on a pistol in the military and can produce the paperwork that will count as your CHL class. You just mail that in with your application and a check and your permit shows up a couple weeks later. I wish NC was like that. |

IN NC, most of the class is learning where and when you can/can't carry, as well as going over good shoot/bad shoot scenarios. Even though the practical test was a joke for anyone who is experienced with a handgun (I think I had the highest score in my class), I was very glad I took the class, for the opportunity to review and ask questions concerning concealed carry. Of note, some instructors are better than others. I sat though the class twice. Once for my CHL, and audited when my wife took it. I thought the instructor the first time was better, though you get the necessary class certificate either way. |

Just about every gun shop down there runs classes, and most run one every weekend. I'm pretty sure that Jim's runs their own plus two or three other instructors run them using their range as well. That said, take others advice about getting one for NC if you're military, because I don't have a clue as to how they handle that. |
