I know it is for the justice academy, but if it is on nc gamelands would it be open to the public?

To my knowledge, if it is on game lands then it has to be open to the public. I for one would love to see this range open, still not sure were they are planing to build it though.

I think another range in the area would be great.  I shoot at Piedmont in Rutherfordton.  PCGC is about 10 minutes from my house, but I haven't shot there yet.  Another local one would be nice.
