I'll try to help you out here. First of all, stay safe! I don't know about possession of a 14.5 bbl unassembled. Maybe someone who knows the rules better can chime in for that one. I guess you could (assuming there is no "constructive possession" going on in the eyes of the law) assemble the whole thing yourself, but the net result should be that the rifle has a permanently attached (blind pinned or silver soldered, maybe both) muzzle device to bring the overall length of 16" (could be 16.25"...I forget).
Short answer, I don't think it needs to be done by a gunsmith per se, but it definitely needs to be done correctly to stay in the good graces of Uncle Sam. Hope this helps!

I would just buy a barrel that already had the f/h pinned.  It can be a real PITA to do it yourself, and if you haven't done it a few times, it will likely look like crap.

bigez

the whole reason i want to do it my self is so i can mount a full lenght  rifle rail

i would go that way (pre assembled ) if i could find someone to do it

that  charges reasonable fee

besides  I can fix ugly metal (you know the ultimate set of tools line )

Thanks Guys

BTW i'm NOT a Soldier   just  a contractor, Mechanic  nothing special

Send it to Denny's or another experienced dealer so you won't have to worry about it.
