Missouri Uniform Law Enforcement System
This thread Maryland Cops Target Gun Owners got me wondering about MULES. If an out-of-state officer "runs" my driver's license, does he automatically learn about my CCW, or would he have to make a specific inquiry about it? In other words, how accessible is MULES information to out-of-state police? |

I'm interested in this answer as well and it's why I've been considering getting my ccw from Florida. Not sure how, but MO LEO does have access to FL's list. It won't pop up on MULES as a "FL CCW", they have to go look for it (possibly through their dispatch?) But long story short, they can find it if they look......not sure about AZ. |

And since our State Troopers have gotten away with breaking the law by handing over the Missouri CCW list to the Feds... How does that factor into it ? If at all. I thought it was the Dept of Revenue that gave our names to the Feds? That is why they are now out of the loop and it is done at the Sheriffs dept now. |

I just did a quick search and there are multiple sources stating:
"Missouri Highway Patrol gave federal government list of CCW permit holders" - This was the first hit: STLtoday.com link. http://www.stltoday.com/news/local/govt-and-politics/missouri-highway-patrol-gave-federal-government-list-of-ccw-permit/article_ac670792-d777-5354-9d73-6c87144d526e.html |

CCW information is no longer available through MULES since the change from DOR to each County issuing the permit. That being said, if an officer was so inclined they could probably find out if you have a CCW, it would just take a minute. It is all kind of moot anyway because of the castle doctrine. Plus we live in Missouri, most officers just assume there is a gun in the car anyway.
So to answer your question, no. If you get stopped and "run" in another state they should not see any CCW information. |

Most agencies in high population centers run information through multiple data sources, depending on the reason for the stop. That can include NCIC, MULES, REJIS, DOR, III and so on. As stated before: it depends on who is stopping you, for what and where. An example. I travel for work and sometimes will run a civi car with "burnt" plates, as in won't typically come back on an inquiry. Was in FL two months ago and the officer knew who I was and that I was an officer due to an LPR system. It's not always DOR that is used for ID purses.

There is a new concealed carry permit system since the change to a permit from a DL endorsement.
MoSMART is the name of the new fund and can be found in RSMo 650.350.1 HERE ETA: The concealed carry permit system shall consist of a server network accessible by all Missouri sheriffs and law enforcement agencies for purposes that do not conflict with this chapter. From the middle of sub-section 5. |

But is MULES no longer the database used by Missouri law enforcement agencies to determine an individual's permit status? |

There may still be info in the MULES as not everyone who has a CCW has the new permit (myself included). So it may be a combination of systems until all the endorsements get renewed to permits. Unless they moved all the data from the MULES to the new system already.

In Missouri, MULES does not show a CCW through Missouri. The only way an officer can verify a CCW is to contact the issuing Sheriff's Department. I've seen Indiana CCWs appear through the system. I haven't seen a lot other CCWs pop though. What? Missouri CCW Endorsements were put in the MULES system at one time (and maybe they have been pulled since the switch to a permit system). As for contacting the individual Sheriff's office where the permit was issued, what bull shit is this? Are you telling us that the information is not in the MoSMART system yet? |
