Just sold a Bushmaster XM15 on the EE and sent it to his local FFL and looked him up on ez check to confirm he had his FFL.  I emailed my info and copy of my license to the FFL as well (even though i have been told by Kelleys police and tactical here in springfield it is not a law to have the info, just nice to have) and included my phone number.  Well the guy at the FFL who i sent my info to calls me, and proceeds to chew my ass about how i MUST, BY LAW, receive a copy of his FFL before he can accept my rifle and transfer it, otherwise he has to contact the ATF and take possession of my rifle and hold onto it until an investigation or something can be done.  

WTF?!?!?!  I've shipped more rifles than i can count to FFL's, and i always use ez check and if ez check doesn't have it, only then do i ask to see it, usually in the form of email.

has anyone heard of this being a law?

I think that it is a requirement for FFL's to have a copy before sending a firearm to another FFL.

I never heard of this as to being a law nor that he will have to have the ATF come to investigate that sound retarded to me.

However I do always want to have a copy of the FFL I send something to just for my records of where it ended up. This is just the super "anal" German in me.

I will say that working for a LGS here in KC, we will never give a copy of our license to anyone that does not have a full FFL license.  C&Rs dont count.  We would be happy to provide anyone wishing to ship to us the digits necessary to do an EZ check on us.  We also will not take a gun in from anyone that doesnt include a copy of their FFL or valid drivers license/state ID.  Just out store policy.

i understand store policy (if you run your own buisness you have every right to make any rule you want, even if sometimes it seems silly to a customer,) but this guy told me it was LAW,  i did a and said i had never heard of that and had shipped firearms before, but i didn't rock the boat because i already spent $40 to ship and insure it and i'd be PISSED if he wouldn't transfer it.  So i didn't take the chance and talk back.  

He said he would go ahead and transfer it to the buyer, but wasn't happy i hadn't gotten a faxed or mailed copy first.  oh well, i guess every state has it's morons

If a FFL accepts a direct shipment from a non-licensee (for transfer to another non-licensee), I believe they have to have a copy of that person's ID.

I know something happened last year and prompted a memo from the BATFE to FFL01s.  They wanted the dealers to be more careful copying their license because of all the photoshopping.  Write "File Copy For Shipping Only", "ABC to XYZ Transfer Only", etc were some of the ideas to keep people from reusing them.

WRONG - They must simply have a name and address as to where it came from.  That said .. yes a copy of an ID is alot easier but NOT required.

so he tells you its a LAW .. and then (according to him) tells you he is going to break that same LAW that doesn't exist ??

Sounds like you could print out the law for him, or email it... and tell him he was mistaken.

If he still acts all upitty about it, tell him you will turn him over to the 'Law' and see if anything happens to him over it as proof.

My dealer just did a transaction for me(has done several in the past) where the person shipped it themselves with a copy of thier DL. When I had my FFL i asked and was told I was GTG to do it that way..

You might want to check with the BATFE on your store policy. I went through this with a C&R rifle I sold out of state. I have a C&R and a bound book. The receiving FFL was a dealer. He refused to send me a copy of his FFL too. We both contacted our local BATFE offices and both got the same answer. A C&R FFL is a FFL. Do not ship until a FFL is is hand. The dealer was shocked at the answer but faxed me a copy of his FFL for my records and I faxed him a copy of mine for his records. Your mileage and jail time may vary as this was about two years ago..

If its a rifle that is on the C&R list that we are transferring, sure, we'll send a copy of our license because you are transferring it from your books to ours.  I guess I should have clarified.  But if you are sending me an AR-15 to transfer to a MO resident as an individual, then no, we wont send you a copy of our license just because you have a C&R.
