Does anyone know if its legal to ship Hi cap mags to MA, and or can they be sent to a dealer?

It appears that you can not sell to anyone in Massachusetts.
MASSACHUSETTS CUSTOMERS: No sales of High Capacity magazines to anyone. FFL Dealers may purchase handguns that are on the MA approved for sale list. No sales of rifles which accept high capacity magazines. A copy of your FID class A or B license is required for a C&R license holder to purchase a C&R firearm.

If I remember correctly....... If they are "pre-ban" or if the buyer has a "Class A" license. I would think an FFL would be able to get them...... or ask them if they have a "Class A" license.

NOT 100% sure.

Best and easiest for you just not to sell to the commie states.  Sucks to be them living behind The Wall.

It is not incumbent on the seller to comply unless he is a duely licensed retailer on the state of MA...
The Seller can CHOOSE not to sell but is under no obligation to NOT ship to the state.
The BUYER is incumbent to comply with the laws of their state.
No different than if they went to a gun show in another state and bought the mags and took them back to MA...

Is there a Massachusettes Customs Service now?
