OK, I absolutely do not understand the laws here around AR-15s. Hypothetically, if I already have an AR-15 legally purchased in a free state in 2009, can I build a 300BLK upper without an HBAR barrel? Or does it have to be HBAR? Or is that only for buying Colts?

Other calibers than 5.56mm/.223 do not require a heavy barrel.
