Is the FN PS90 a cash and carry firearm? I scoured SB 281 and saw no mention of the PS90.

BTT on this one....

It may not be 'cash & carry" but is the PS90 at ALL legal in MD?  Its not a "Copycat" of anything on the ban list, and thus the OAL would't apply.

If am reading the law correctly, would a LEO be exempt and able to purchase a (16"bbl) PS90?

You are confusing "copycat weapon" and "copy [of an assault long gun]".

The PS90 is not a copy of anything on the named list.

It _can_ be a copycat weapon by failing the feature test, being too short, or having a fixed mag > 10rds.

The PS90 in factory form is banned. You can get it by perma-attaching a barrel extension or muzzle device to bring it to 29"+ overall length.
