Looking at getting a few Aks welded back together. Will a purchase order for the completed firearm before OCT1 be enough take possession after OCT 1?

What about Ar15 Receivers that are out of stock but you can get a PO for?

Joseph Getty posted a letter received from the st. Asst. Attorney stating that a purchase order is sufficient for 281.

Now handguns is a grey area. If you dont have the handgun by Oct. 1 are you required the new license. I dont know.
