I have an Adcor Defense Lower and I'm getting an Adcor Defense Upper....The upper is a flat top...Can I build a M16 with this?

If so, can you build a M16 in Maryland.

I know I can build an AR15...just not sure about all the laws of what I can and can not do...

Sorry if this is a stupid question...

a m16 is a select fire rifle. NO you can not build that legally in any state unless you have a license to do so.

16" minimum length.  No pistol grip only, needs a stock.
No idea on barrels.

No, you cannot build an M4 legally. Terminollogy is everything. You can however, build an AR15 carbine. You can build an AR-15 that is semi-automatic only on a legal semi-auto receiver, with a barrell length that is not less than 16 inches.

ETA: You must possess a semi-auto receiver before 1 October 2013.
