moving to Delaware. What is needed for a rifle purchase? Just a drivers liscense or is there a firearms permit application procedure? Thanks

No permit required.
To buy a rifle (shotgun or handgun) in Delaware you need identification and the money
A background check is done while you wait. (longest I have ever waited was 15 minutes)

No, but they have reciprocity with Florida nonresident permits... which are shall-issue.

So... sort of.

Delaware Drivers License plus one other form of ID with the current address. Welcome to DE. Look me up when you get here.

Delaware is NOT a shall issue state. There is a tedious procedure including taking a course, application fingerprinting, background, public notification, attorney general beau biden ok, appear before superior court judge who can reject without specific reason. other than that it is almost a shall issue state. Oh yeah, if you have residence here or are stationed here, those other (FL, UT, etc) permits don't count.
