I've heard,but do not know for sure,that I can purchase a complete lower ,and show up with my complete HBAR  upper,and that the transaction will then be simply the sale of a rifle,as opposed to the additional paperwork,$$$,and time of the lower alone.

Any experience,insight?

Thats how it has worked for me.  Saves the hassle of waiting to get the paper work back.

There seems to be some uncertainty about what exactly is legal.  The current law says the Colt HBAR Sporter (I think that's the name) isn't "regulated," but doesn't mention copies or say that all HBAR ARs are non-regulated.

I don't know if anyone is 100% sure if other HBARs are regulated or not, including FFLs in the state, as some seem to make you wait 7 days while others don't.

Where did you do this, I've been looking for some place that would do it, but each time I ask, they say it's a grey area and would rather not do it.

When I purchased my Bushmaster 16" carbine HBAR a few years back, it was simply called in as a long gun purchase, walked out of the store with it plus 500 rounds of ammo.
