I don't recall if this is a MN stipulation or not: I know you cannot carry on school grounds, but I seem to remember something about school functions as well.  If there is a high school sport game, not on school property, can you conceal there provided it does not meet the federal building, state hospital, bar, jail, etc?

My kids school has trips to local attractions and I will take time off of work to meet my son at the event. I drive my own car there, it's on non-posted property and I carry.

I make sure to hide the gun very well though, last thing anyone needs is some PTA mom yelling "he's got a gun". My wife would lose her job fast considering she's a teacher at my son's school. Small town, word travels fast.

I feel there is an extra need to carry at these types of events. Lots of kids with little adult supervision, easy for some scumbag to leave with an extra kid.

From what I remember, any school event or function that does not take place on school property is still a no-go. The last time I renewed I remember the instructor using the example of a high school hockey game that is played at the city rec center. He said that since it is a school-sanctioned event and/or the building is rented by the school district for a school related activity, that building counts as school property for the duration of the event as far as the carry law is concerned. Again, I don't know if this is 100% correct, but it is what I remember from my last class.

You can carry on school grounds if you are in your vehicle. You can carry on school grounds if you have written permission of principal/general supervisor of the school.

If you are at an event off-campus that is under exclusive control of a school that is prominently posted at each entrance that is under school use. MY (and I am not a lawyer) understanding is that if you show up to the Dakota County ice rink for a hockey game and the entrance to the individual rink that is being used for the high school game then you are a no go to carry, if you are curling in a different seperate rink, then you are good to go. Whereas if you were to go to Valleyfair when a school was attending for a fieldtrip Valleyfair would not be under exclusive control of the school, so you would be go to go.

I am sure someone else will have some useful input as well, hopefully they will post it.

Subd. 1d.Possession on school property; penalty.
(a) Except as provided under paragraphs (c) and (e), whoever possesses, stores, or keeps a dangerous weapon or uses or brandishes a replica firearm or a BB gun while knowingly on school property is guilty of a felony and may be sentenced to imprisonment for not more than two years or to payment of a fine of not more than $5,000, or both.

(c) Notwithstanding paragraph (a) or (b), it is a misdemeanor for a person authorized to carry a firearm under the provisions of a permit or otherwise to carry a firearm on or about the person's clothes or person in a location the person knows is school property. Notwithstanding section 609.531, a firearm carried in violation of this paragraph is not subject to forfeiture.

(d) As used in this subdivision:

(4) "school property" means:

(i) a public or private elementary, middle, or secondary school building and its improved grounds, whether leased or owned by the school;

(ii) a child care center licensed under chapter 245A during the period children are present and participating in a child care program;

(iii) the area within a school bus when that bus is being used by a school to transport one or more elementary, middle, or secondary school students to and from school-related activities, including curricular, cocurricular, noncurricular, extracurricular, and supplementary activities; and

(iv) that portion of a building or facility under the temporary, exclusive control of a public or private school, a school district, or an association of such entities where conspicuous signs are prominently posted at each entrance that give actual notice to persons of the school-related use.

(e) This subdivision does not apply to:

(3) persons authorized to carry a pistol under section 624.714 while in a motor vehicle or outside of a motor vehicle to directly place a firearm in, or retrieve it from, the trunk or rear area of the vehicle;

(4) persons who keep or store in a motor vehicle pistols in accordance with section 624.714 or 624.715 or other firearms in accordance with section 97B.045;

(8) possession of dangerous weapons, BB guns, or replica firearms with written permission of the principal or other person having general control and supervision of the school or the director of a child care center; or

(9) persons who are on unimproved property owned or leased by a child care center, school, or school district unless the person knows that a student is currently present on the land for a school-related activity.

(f) Notwithstanding section 471.634, a school district or other entity composed exclusively of school districts may not regulate firearms, ammunition, or their respective components, when possessed or carried by nonstudents or nonemployees, in a manner that is inconsistent with this subdivision.

They're not included if you are not a student, or a employee of the college.

Colleges can ban weapons through their academic policies and they can be enforced with academic sanctions.  My college doesn't have a specific rule against carry other than "banning dangerous weapons", but MNSCU policy is automatically forced upon any MNSCU school.  This policy hems it up, and even if you are an officer it is still against the rules to carry according to MNSCU unless you are an on campus officer, and many officers at my school (both instructors and students) don't carry for that fact.


624.714 CARRYING OF WEAPONS WITHOUT PERMIT; PENALTIES.
"Subd. 18.Employers; public colleges and universities.

(a) An employer, whether public or private, may establish policies that restrict the carry or possession of firearms by its employees while acting in the course and scope of employment. Employment related civil sanctions may be invoked for a violation.

(b) A public postsecondary institution regulated under chapter 136F or 137 may establish policies that restrict the carry or possession of firearms by its students while on the institution's property. Academic sanctions may be invoked for a violation.

(c) Notwithstanding paragraphs (a) and (b), an employer or a postsecondary institution may not prohibit the lawful carry or possession of firearms in a parking facility or parking area."

Board Policies
Chapter 5 - Administration

5.21 Possession or Carry of Firearms

Part 1. Purpose and Scope. The purpose of this policy is to establish restrictions on possession or carry of firearms applicable to the Minnesota State Colleges and Universities System, in accordance with the Minnesota Citizens' Personal Protection Act of 2003, Minnesota Statutes section 624.714, and other applicable law (see related documents below).

Part 2. Definitions.

   Subpart A. Employee. "Employee" means any individual employed by Minnesota State Colleges and Universities, its colleges and universities and the Office of the Chancellor, including student employees.

   Subpart B. Firearm. "Firearm" means a gun, whether loaded or unloaded, that discharges shot or a projectile by means of an explosive, a gas or compressed air.

   Subpart C. Pistol. "Pistol" means a weapon as defined in Minnesota Statutes section 624.712, subd. 2 (see related documents below).

   Subpart D. Student. "Student" means an individual who is:

      1. registered to take or is taking one or more courses, classes, or seminars, credit or noncredit, at any System college or university; or
      2. between terms of a continuing course of study at the college or university, such as summer break between spring and fall academic terms; or
      3. expelled or suspended from enrollment as a student at the college or university, during the pendency of any adjudication of the student disciplinary action.

   Subpart E. System property. "System property" means the facilities and land owned, leased, or under the primary control of Minnesota State Colleges and Universities, its Board of Trustees, Office of the Chancellor, colleges, and universities.

   Subpart F. Visitor. "Visitor" means any person who is on System property, but does not include (1) an employee of the Minnesota State Colleges and Universities acting in the course and scope of their employment; or (2) a student, when that student is on System property.

Part 3. General. No person is permitted to carry or possess a firearm on System property except as provided in this policy.

   Subpart A. Employees.

      1. Prohibition. Employees are prohibited from possessing or carrying a firearm while acting in the course and scope of their employment, either on or off System property, regardless of whether the employee has a permit to carry a firearm, except as otherwise provided in this policy.
      2. Licensed peace officers. Subpart 3.A.1. does not apply to employees who are licensed peace officers under Minnesota Statutes section 626.84, subd.1(c) (see related documents below), when assigned by the college or university to public safety duties.
      3. Employee reporting responsibility. An employee with a reasonable basis for believing an individual is in possession of or carrying a firearm in violation of this policy has a responsibility to report the suspected act in a timely manner, unless doing so would subject the employee or others to physical harm. Reports should be made to the official designated in the applicable policy of the college, university or Office of the Chancellor. This policy shall not prohibit prompt notification to appropriate law enforcement authorities when an immediate threat to personal safety exists. Employees shall not make reports of a suspected violation knowing they are false or in reckless disregard of the truth.

   Subpart B. Students.

      1. Prohibition. Students are prohibited from possessing or carrying a firearm while on System property, regardless of whether the student has a permit to carry a firearm, except as otherwise provided in this policy.
      2. Licensed peace officers. This policy does not apply to students who are licensed peace officers under Minnesota Statutes section 626.84, subd.1(c) (see related documents below).

   Subpart C. Visitors.

      1. Prohibition. Visitors are prohibited from possessing or carrying a firearm while on System property, except as otherwise provided in this policy.

Part 4. Exceptions.

   Subpart A. Parking areas. This policy does not prohibit the lawful possession or carry of firearms in a parking area or parking facility.

   Subpart B. Authorized uses. This policy does not prohibit:

      1. Lawful possession or carry related to an academic use or use at a campus shooting range, such as law enforcement programs, approved in writing by the college or university president; or
      2. Transport of an unloaded firearm directly between a parking area or parking facility and the location authorized for its use, or transport of an unloaded firearm directly between a parking area or parking facility and a storage facility provided by the college or university.
      3. Possession or carry of a pistol by a visitor who has a lawful permit to carry a pistol pursuant to Minnesota Statutes section 624.714, subd. 1a (see related documents below).

   Nothing in this policy requires a college or university to provide storage facilities for employees' or students' weapons.

Part 5. Storage in State Vehicles Prohibited. No vehicle owned, leased, or otherwise under the control of the System shall be used to store or carry a firearm, except as authorized for purposes under part 4.B.1.

Part 6. Violations. Violations of this policy by students or employees are misconduct subject to discipline, up to and including expulsion or termination.

Part 7. Referral to Law Enforcement. Minnesota State Colleges and Universities may refer suspected violations of law to appropriate law enforcement authorities, and provide access to investigative or other data as permitted by law.

Part 8. College and University Policies. Colleges, universities, and the Office of the Chancellor shall adopt policies and procedures consistent with this policy.

Part 9. Effect. In the event any other System, college, university or Office of the Chancellor policy or procedure is found to be in conflict with this policy, the terms of this policy shall govern.

Colleges are not included in the state law. As pointed out by the poster above me they may have specific policies in regards to their students/employees, but not enforceable on the general public. That is not to say they won't ask you to leave and then have you charged with trespassing, or possibly some sort of distrubing the peace charge.

Take note, however, that if your child's k-12 school is holding a volleyball match at a local college's gym, the above statues may apply if the portion of the building is under exclusive control of the k-12 school and all entrances are posted as such.
