I am currently living in WI, but i am a resident of Minnesota. I am wondering if its possible to buy a lower ar and if so, what hoops do i have to jump through to get one? BTW, im 20.

You have to be 21 to purchase an AR or AR receiver from a FFL dealer. 18 from a private party.

when i bought one from Lauer they asked for my HG purchase permit.  remember fed law says it is OK to buy long guns from states other than your home as long as you comply with the laws/ regs of both states.

This is correct.  You are constrained by your state's assault weapons laws, so I as a WI dealer must see your "Permit to Purchase" before I can sell you an assault weapon, even though WI has no such regulations.
