I am thinking about turning a rifle into an sbr. I know i need to have a cleo sign off on the form. Is the cleo from the city or county that you live in? I am from roseville. anyone know if roseville or ramsey county is friendy to sbr's?

The only problem with SBRs is trying to find the short ammo.  I can't find anyone in town with it in stock.  I tried cutting some down myself, but the hack saw kept igniting the powder.

Go slower man,  perhaps use some cutting oil.

Either CLEO's signature will do.  Not sure if either are SBR friendly.  As has been brought up before, I think a tacked list of SBR-friendly CLEOs on this (public) forum might result in unwanted pressure on the CLEOs (who are really only politicians with badges) from our antigun friends in the media.  Look in the legal section of the general board for more NFA info.
