Who gets to determine what "cruel and unusual punishment" is?

Prison in the US is a walk through the country club compared to what they have in Turkey, Mexico, Cuba, and most other 3rd world countries.

We have the richest poor and the most obese prison population in the world.

Nobody in this country "suffers"...unless they are forced to listen to Barbra Streisand.

So ya take a go at some butt darts while locked up...big deal... 30% of prisoners in Cuba DIE in jail during their first 5 years. Cuba lists it as "natural causes"...
