I know I'm late to the party here, but last minute question.

Is it too late to mail my paperwork in, or do I need to go wait in line at DPS and have it approved prior to 1/1/14?

It must be postmarked on/before 12/31/13

Or you can drop it off in person.  They do not "approve" the certificate at the time of drop-off, they simply accept your application.  You get your approved copy in the mail.

Either they don't know they can, or are unsure if the state will accept apps they receive after 1/1. Some of them probably think if they show up in person the process will be quicker.

If you are mailing it in, it must be postmarked today, 12/31. Also make sure it is notarized and you have supplied your thumbprint in 2 places.

Unrelated to this I was at my local post office today which closed at noon.  They had a sign on their door mentioning some post offices in closing at 3 (I did not pay attention to which post offices are open until 3)
