Can I do this to my Ruger 10/22 TD bought before 4/4 and do the transformation before 1/1 registration ?

Can't see the pics but rimfires are still allowed 1 "evil feature" on the old list. A threaded barrel by itself should be fine but if you put a folding stock or a pistol grip on it, then you are a menace to society who must be locked up for life.
