Man, what a mess over here. I have between 2-8 to register depending on how the law or my understanding of the law shakes out.
I am reviewing the registration form currently. They ask for proof that you purchased this weapon on or prior to 4/4/2013. In addition to one of the following, a DPS-3, or a sworn affidavit that the specified AW was purchased in compliance with state and federal laws. So I have a few private sales, but they all have a signed and dated receipt. 3 are proper with receipt and DPS-3 The rest only a DPS-3 but no store receipt... The dates of transfer I can prove with them all. Though some are only lower receivers that where turned into pre ban configuration guns. None of the guns currently match the original papers that came with them, i.e. the barrels where cut or replaced etc. So here are my answers to my understanding of this. 1. All guns with only a DPS-3 is acceptable. (they show a date & legal transfer) 2. All guns without a DPS-3 need a statement from a notary that they where transferred legally. 3. The lower issues will not be a concern as it was built legally prior to the law being changed. Well, how are you understanding all of this on your end? |

I have between 2-6 here that I don't know what to do.
A few I have proof of purchase(copy of gunbroker auction win) but no DPS-3.My FFL has copies but said he may charge me for his time to dig it up and make copies.Personally that burned my ass when he said that. 1 has no DPS-3,no receipt and the store I bought it from loosed 2 years ago. Can I go down to my local PD records office and get copies of my DPS-3? Shouldn't the DPS-3 be enough since it shows that it was legally transferred to you? Why is the proof of purchase necessary. |

I did 4 transfers through a local dealer who insisted (still does) that the DPS-3 was unnecessary when you had a pistol permit. So I have his receipts dated prior to APR 4, and will whip up a notarized statement saying they were legal when I bought them (I am still trying to figure out what that is for). Hope that will do!

For a few guns I do not have any proof of purchase like a sales receipt. |

Someone will need to call them on what is exactly needed. Where is the form for magazines??
Give it a little time, let the dust settle. In 30 days we will have a better handle what we have to comply with and what to bury if they refuse to process the paperwork. I am willing to sell them to the state for fair compensation. Maybe the next gun buy back program I can get a $75 gift card! |

Maybe wait for things to shake out before jumping to send in paperwork? There has got to be more guidance coming... I am not going to register anything anytime soon but I would like to have all the paperwork the state is demanding when I do register. I don't want to be doing a mad scramble in late December looking for forms and receipts. I just like to be prepared. |

My son built mine from parts he ordered and had sent to me for every birthday, Christmas, Fathers Day, etc., while he was in the Persian Gulf. When he got home (over 2 years ago) he built everything up on a lower he had purchased at a Gun Show when he lived in Texas. No receipt and no reasonable way to prove I owned it "before the Day".
So I'm screwed, right? |

You know what, I don't think we need a receipt. They want to know when it was transferred. A DPS-3 has the date on the form.
If you don't have that form because it was a private sale, just get a piece of paper and say, I (My Name), purchased this (Gun maker SN 12345) lower or rifle from (XYZ) on (this date). The sale was legal per all state and federal laws at that time. The rifle was then restored to working condition. Signed, then signed and dated by a notary. Don't forget your thumb print from the local police..... Easy as pie. |

We chatted and he told me he sold all his real guns because of all the BS. But he still goes to a gun club? |
