I know that its not required to do paperwork or to notify the state of a long gun transfer.  What I want to know is, if someone wants to do the paperwork and notification of the state for personal reasons, and the seller doesn't haven't a pistol permit but the buyer does, can you still obtain an authorization number?  

A friend of mine was talking about it and I didn't have an answer.  Other then not to do the paperwork.

You could just mail in the form like in the old days. Same result is achieved if you know the buyer, otherwise the only benefit is they run the name.

OK.  Ya he is good friends with the buy, but when I asked if the seller had his permit, he couldn't remember if he had gotten it or not.  Just wasn't sure if you could acquire an authorization number on a private sale with one person not having their permit.
