Hey guys,

Can I have a complete AR-15 that DOES NOT have the bayonet lugs shaved off or the muzzle brake pin and welded sent to a FFL in CT?  If so, should I contact the FFL prior to having it shipped?  

I'm hoping I could have the FFL in CT make it compliant.  I apologize if this question has been asked multiple times

The easiest way is to have the upper shipped separately from the lower.





Many reputable FFLs will not receive an (assembled) assault weapon and make it compliant while other not-so-reputable FFLs will.



ETA:  If it has an adjustable stock then it wouldn't be a bad idea to have the lower receiver shipped with the buffer tube & stock removed (they could be packed with the upper & barrel assembly)

Connecticut law only allow FFL licensees to receive and possess assault weapons, which are subject state registration/ prohibitions on possession, under very narrowly defined circumstances. Receiving an assault weapon from an out of state source for reconfiguration into a non-assault weapon is not among them. Not only would it be bad practice for the licensee to receive the firearm- it would be criminal.

1.  Have it sent in parts.  Lower to FFL and the upper to your residence.  Make compliant before assembling possessing both halves.  (understandably, most sellers don't like to play this game though.)

or

2.  have seller ship the gun to an outfit like ADCO, who offers compliance services on customer supplied guns.  ADCO would then ship compliant gun to a CT FFL for you to receive.   (100% legal, easy, but you pay for an extra shipping bounce plus smithing).  Probably the safest move.

or

3.  Buy a naughty long gun in a free state (RI, NH, VT are most common), have it modified for compliance before bringing it into CT.  


Some FFL's with an SOT have been alleged to bring naughty stuff into the state, then modify it for customers.  Not going to get into that one though.  The bottom line is that as long as it is compliant when you possess it, it really isn't an issue of where you got it, how you got it, or what configuration it used to be in.


Just so you know, a lot of people are doing one of the above with limited availability guns like FN SCARs, Knight's SR-15, SR-25's, AK's, Hk rifles, FALs, etc, etc that are not readily available in a ban compliant configuration.  For more common rifles, it's not really worth the effort.

Thanks for all the info guys

It looks like I'm gonna have the complete lower (with A2 butt stock ) shipped to a FFL holder.  I'll then have the seller send me the complete upper, go get it compliant THEN go pick up my complete lower from the FFL.

Well known cIII dealer in ct was forced out of business for this exact same thing- no criminal charges but no longer in business either
