I am in CT, but within a stone's throw of Rhode Island.
Am I able to go to Rhode Island, purchase a rifle from a RI FFL
and drive back, end of story?
Or do I need to have a Connecticut FFL involved in the transaction, since
that is where the rifle will then reside.

Gut feeling is that the CT DPS will have be notified in some fashion, but maybe that
is just for handguns?  I do have a CT CCW, but nothing in RI if that matters.
Subject rifle has no legality/ban issues in CT.

Thanks in advance for any advice.

FWIW, I bought an AR in Carmel NY a few years ago with no issues. Filled out the NY paperwork, they ran their checks, and I headed home to CT with a new AR. You should be ok.

I'm not 100% certain on that.  I'm going to school in RI, but I though the waiting period was such BS, I commute home to NH for anything I want.

Under federal law, a non-licensee can cross state lines and buy long guns from a licensed dealer as long as the laws of BOTH states are complied with.  In the case of a CT resident with a pistol permit going to RI to buy a rifle, you would have no problems with CT law, but would have to comply with whatever is required under RI law.

Registration of long guns at the time of retail sale is not required in CT if you have a pistol permit, a hunting license or otherwise qualify for immediate sale (no 2-week wait).

The rifle in question would also have to be legal to posess in CT.

Just wondering if there is any interchange of data between CT (or MA or NY) DPS and RI DPS (via BATFE maybe?)

The provisions of § 11-47-35 shall not apply to full-time members of the
state police, full-time members of the state marshal's office, full-time
members of city or town police departments, or state marshals or correctional
officers or persons licensed under § 11-47-11."
Persons licensed under 11-47-11 are RI CCW holders. Here is a copy of RIGL 11-47-11 to see if you qualify to apply for a permit here.

concealed pistol or revolver. –

(a) The licensing authorities of any city or town shall, upon application of
any person twenty-one (21) years of age or over having a bona fide residence or
place of business within the city or town, or of any person twenty-one (21)
years of age or over having a bona fide residence within the United States and
a license or permit to carry a pistol or revolver concealed upon his or her
person issued by the authorities of any other state or subdivision of the
United States
, issue a license or permit to the person to carry concealed upon
his or her person a pistol or revolver everywhere within this state for four
(4) years from date of issue, if it appears that the applicant has good reason
to fear an injury to his or her person or property or has any other proper
reason for carrying a pistol or revolver, and that he or she is a suitable
person to be so licensed. The license or permit shall be in triplicate in form
to be prescribed by the attorney general and shall bear the fingerprint,
photograph, name, address, description, and signature of the licensee and the
reason given for desiring a license or permit and in no case shall it contain
the serial number of any firearm. The original shall be delivered to the
licensee. Any member of the licensing authority, its agents, servants, and
employees shall be immune from suit in any action, civil or criminal, based
upon any official act or decision, performed or made in good faith in issuing a
license or permit under this chapter.







  (b) Notwithstanding any other chapter or section of the
general laws of the state of Rhode Island, the licensing authority of any city
or town shall not provide or release to any individual, firm, association or
corporation the name, address, or date of birth of any person who has held or
currently holds a license or permit to carry a concealed pistol or revolver.
This section shall not be construed to prohibit the release of any statistical
data of a general nature relative to age, gender and racial or ethnic
background nor shall it be construed to prevent the release of information to
parties involved in any prosecution of § 11-47-8 or in response to a
lawful subpoena in any criminal or civil action which the person is a party to
that action."











EDIT: Sorry, I thought you said that the wait still applies to RI permit holders, not non-RI permit holders. Anyway, my point about applying for an out of state RI permit still stands. It's only $40 for three years and it's (well it's supposes to be) shall issue. I recommend applying to Smithfield, Warwick, and Burriville as they have the best probability of following the law and giving you a permit. You don't need to pay to apply, only to get the permit if issued. Good luck.

I, too, have gone through this, in all three bordering states.

In RI, I had to go through the 7 day waiting period, then could go pick up the gun and drive home across the line.

In NY, I was able to buy an AR at a gun show and walk right out the door with it, after the normal paperwork and phoned in criminal background check. Same at a Gander Mountain in NY.

In MA, I went up and checked out a private sale BAR-10 at Zero Arms. Paid the guy, and then paid Zero Arms to do the transfer to my FFL here in CT. I brought home the upper and other accessories included in the sale, and they shipped the lower to my FFL.
