In Connecticut...
I have a spare (post ban) lower to build upon. If I buy an complete upper or barrel that has a flash hider and/or threaded end, may I then change to/add a pinned muzzle brake and be within the (stupid) law? If not, what's a boy to do? |

AFAIK, as long as you get the brake permanently attached, you're GTG. That way, you won't have a dangerous "ass-salt weapon"... |

So I can possess an AR upper with the evil features so long as the completed rifle does not have them? The Assault Weapons Ban prohibits the posession of "parts or a combination of parts" that can be used to make or convert a firearm into an assault weapon. I wouldn't want to posess a no-ban upper unless I had a registered MG or preban; which would allow you to attempt to invoke a Thompson Center Arms v. United States argument that posession was not unlawful because the parts had a lawful purpose and were not used to build an illegally configured weapon. |

Don't forget to saw/grind off the evil bayo lug. This state is silly but not as silly as some! |

It shouldn't be that hard to find a post-ban upper that has the features you want. Might I also suggest that you consider a fake flash hider rather than a muzzle brake? My Bushy has a brake & it's quite loud. A brake for the limited recoil of 5.56 seems like overkill to me, IMHO.
Edit: Now that I look around, I'm not sure who's making a fake flash suppressor now that Kurt's gone. |
