I am a permanent resident of NH. I am attending grad school in RI. I am leasing a house and have utility bills in RI. Is that enough to satisfy residency to buy a firearm in RI? I am keeping my NH driver's license and registration. Also, according to this, I have to apply to the local LEO to buy a firearm? And then there is a week wait? Do I understand that right?I'm new to the communist firearms rules game as NH's are vastly superior |

Don't plan on keeping your NH DL if you want to claim residency. I'm active military and they won't give just plain ID cards like every other state would. If I wanted anything with my picture and an address then it had to be a RI DL. You'll even have more fun as they shut down most all of the DL offices and now you have to wait hours. At least we don't have any AWB's or mag restrictions. (I'd like to have SBR's and Suppressors however)
I've never had to "apply" to the police to buy either. You have to have a blue card to buy. (military are exempt from the blue card) |

You have to have a blue card to buy. (military are exempt from the blue card). You only need a Blue Card to purchase HANDGUNS. You do not need to apply to the police for anything to do with firearms (CCW, FFL, NFA excluded). I am pretty sure that military is exempt, as are holders of hunter's education certificates. The blue card is just a quick test on firearms safety to make sure that you're not a moron. You can take it at any gun store in the state, but you will have to wait for it to be processed. If you go to the DEM office at Stedman Government Center you can take the test and pick up your card immediately. There is a seven day wait on all firearm purchase. The stated purpose of this is to allow time for you to be denied based on your background check. You are exempt from this waiting period if you have a CCW permit. These are certainly not as easy to get here as in NH but we are [technically] a shall-issue state. How much frustration you will have to deal with depends greatly on your town of residence. Lastly, private transfers (while legal) involve some paperwork that you will have to be aware of. I HIGHLY ADVISE YOU TO CHECK OUT THIS SITE ALONG YOUR TRAVELS!!! As long as your not concerned with purchase of firearms or carrying one I think your ok. You can keep them at your house even without permit. Also there is no need to register weapons with the police, I've never even heard of that. So keeping your NH license you can keep firearms at your home and still buy ammo, and just go to NH when you want to add to the collection or shoot them

I think I'll make an arrangement with a NH border dealer and just drive N. when needed. Dodge the 7% sales tax too. It would be very convenient, though, if I could use a FFL down here for transfers. Also, anyone have any experience with the Newport Rifle Club? |

They have RI ID's but you CAN"T have one if you have a DL from another state. Every state that I've been stationed in I've been able to keep my MI drivers license (home of record) and get a state ID. For ease of purchasing firearms rather than having a copy of my orders and dealing with that I always obtained a state ID for where I'm stationed. RI is the only state that won't play that tune so I gave up my MI DL.

This should be legal if you have dual residency (or are just a NH resident). I have a copy of the ATF ruling on dual residency around here somewhere if you need it. If you want to pick up some "supplies" this is the best store in the state. They have great prices and are friendly too! You also NEED to check out Wright's Farm! Bring an appetite!!! They are the only reason I have stayed in state this long! |
