At another forum, a letter was posted that outlines the "new' MASS non-resident permit process.  Check this out.

Beginning August 1st, 2009, all new and renewal non-resident temporary licenses to carry firearms (LTC) in Massachusetts will be issue through the Massachusetts Instant Record System (MIRCS). MIRCS is a computer based application used to manage, process and monitor firearms licensing statewide.

What this means for applicants:

1) Applicants will no longer be required to obtain fingerprints from their local police departments.
2) Applicants will no longer be required to obtain a passport size photograph.
3) An LTC will be issued on a wallet-sized, digital printed, plastic card.
4) To complete the application process, all applicants will be required to appear in person at the following:
Firearms Records Bureau
Criminal History System Board
200 Arlington Street, Chelsea, MA 02150

Any applicant who submits an application to the Firearms Records Bureau (FRB) after June1st, 2009, will be contacted by FRB staff to set up an appointment for final LTC processing in Chelsea, MA.

Appointments will be scheduled after August 1, 2009, and will be scheduled in the order that completed applications are received.


So, not only do we have to drive 90+ miles (for me anyway) and appear in person, it still cost $100 and I have to drive there each and every year!  Wowzer.  Doesn't look like they want any non-res guys/gals there anymore, does it!

I grew up in Chelsea. Only carjacked once  I hope you are going for a RENEWAL because I'd have to go there without a CCW permit!

Do you know if the non-res are the rubber stamp approvals like they were previously  ? How grueling is the interview - or is it just a ballbuster to discourage applicants ?

I have no idea. I was hoping that someone would post back here with what the interview process was like.  

While I find this whole process an obvious attempt to remove most of the non-res permits, I'm not that far away and will most probably use a day in the city as an excuse to re-up my permit.

I will be going through the process shortly I will give a run down when I am finished. It may be a few months once life settles down a little though.

i found this link on the state police website, since i'm from ny it looks like i would need the mass. approved class, an extra $75.00 for a background check, and since i'm from nassau county they might match the restrictions ( target & hunting) and drive across state for a little chat.

Wow what a pain in the arse - mail it in and they will call you to schedule an appointment ?  Can't just walk in an do it?  And what more could they want to know that isn't on the forms!

Looks like my old MA LTC will cover the training requirement.   I have to apply for class A based on the tier system and wanting the ability to posess pre-ban hicap mags in MA....   Grrr.

One more reason why many of us no longer support Massachusetts businesses or the ecconomy there.  I only go once a year for the holidays because my family is from there.  Otherwise, I deliberately stay away.  I buy all my supplies and gas before I go over the border.  No Mass taxes -  I want the rax money I do pay to go to more properly governed states.

I mainly want their permit for when I travel through the state I do have to worry about anything. If I missed a minor detail when transporting through the state or if I am just driving through and a bullet had fallen out of a box or something and was still in the car I will be ok.

OK so I went to Chelsea to renew my Class A LTC today.....and was pleasantly surprised.  Other than the hassle of driving 45 min. there, the process was painless and only took about 15 minutes.  I got there early (40 min.) as requested for security check-in, and waited about 8 min. before the staff member came out to get me, EARLIER than my scheduled appointment!    They bring you to an upstairs room, take your photo, go over the information you put on the application, ask you the 13 questions that are asked on the application, and scan your fingerprints into the computer.  No grilling, BS, or bright lights.  I may have been lucky and got a nice examiner, but all in all I can't complain about the process.  The place is easy to find as well.  If you were contemplating letting yours lapse because of the new procedure I'd highly recommend not, and taking advantage of the priviledge to get a LTC in MA.

Yeah, I was hesitant to use that.....but couldn't think of anything else to call it...it's certainly not a "right", as it seems that residents of that state have none, let alone non-residents.

This process is discouraging. I visit Mass every few years to visit family - opposite side of the state from MSP HQ.



Having to take an in state class would have been ok since there is an instructor where I visit. The $100.00 a year fee is a bit steep, would have paid it to get an LTC.



With the new rule of having to physically turn in first time & yearly renewal paperwork is not possible since I do not visit every year.

I have sent in my renewal and I am waiting for my phone call.  How long did it take from the time you sent in the renewal app to get a call to schedule the appointment?  Also, did they renew without any restrictions?  I noticed that they now can apply restrictions on non-resident LTC's.
