OK, So in MA you need a LTC to buy an AR because it is a "large capacity" rifle.  Why does this not apply to a Mini-14?  It's capable of accepting a "large capacity magazine" too........  I don't get it......

In ma you need
LTC class A to purchase high capacity handguns
LTC class b to purchase high capacity rifles/shotguns
FID to purchace non ;arge capacity shotguns and rifles.

You do need a Class B LTC to purchase a mini 14 in MA. Some dealers even give you a hard time to purchase with class b ltc because they are dumbasses who do not read the laws.

You also need a Class A to buy high cap mags for either handguns or rifles.

So with a Class B, you can buy a Mini-14 or AR, but you can only buy 10 round mags unless you have a Class A permit.

ED_P that is not true Class A only covers handguns/handgun mags.

You can buy any high cap mag for a rifle with a
Class B LTC.

Class A = high capacity hanguns/handgun mags
Class B = low cao handguns/high cap rifles/high cap rifle mags/high cap shotguns.

With FID should not be able to purchase any rifle or shotgun that is able to take a mag that hold more then 5 rounds.

I thought a classb wasn't even a LTC... its more like a license to buy/own ?

RealFastV6 you are pretty much right you can not conceal or open carry any firearm with a Class B LTC. It just allows purchase of
high cap rifles and shotguns unlike a FID card.

cevtv you might be all set as long as you do not purchase any high cap mags for it but if you ever get in a legal battle there is a greater chance that this is a violation.

Judging from the paragraph at the top, looks like they threw the "catch-all" in there.

(Note: PWA isn't on the list =) )

According to the link, the Mini-14 is considered a hi-cap. I don't know where the dealers get their information, but according to the above link:

"NOTE: Unless otherwise exempted by SS121, the term 'large capacity weapon' shall apply to all semiautomatic weapons equipped with a large capacity feeding device, including any such  weapon not listed on this roster."

(Subsection 121 doesn't seem to list any exemptions that appear to apply to a mini-14. It mostly deals with de-activated guns, movie props, Pre-1899, etc).

Based on this, it appears that the dealers are wrong. I believe that there is another part of the law that defines 'equipped' as being able to accept, but my head hurts too much to look for it.

Hell, if AR15's and M1 Carbines are considered Hi-Caps and require LTC-B, then I don't see why mini-14 would be exempt.

Thanks guys!  Yeah, It didn't make any sense to me & I was getting headaches reading through all the MA laws.  It seems like that would make a 10/22 High Cap also.   MA sucks.

YOU got me on the mini-14 thats what I thought but I was to lazy to read.

My advise just go apply for Class B LTC most place give them out easy.

All I have to say is MA SUCKS and when me and the women save up enough for a house it will be right over the border in NH.

Overall, I agree with you, but what really makes the difference is what town you live in in MA, since the Chief of Police sets the licensing policy for the town. In my town (on the south shore), I had absolutely no trouble getting a Class A - ALP permit. Once you have this permit, you can buy or carry anything that comes into the state (which admittedly is restricted by the AG).
