I'm 99% sure there aren't any private transfer laws in Oklahoma, but I just wanted to make sure....

My little brother is about to graduate and my wife and I want to gift him a pistol. He is under 21, but over 18, so he should be good to go under Federal law. There's no stupid laws in Oklahoma that would screw this up are there?

I bought my first 1911 from a private sale at the age of 18 from a LEO. I think you should be good to go.

Under federal law you have to be 21 to buy a pistol, so it would follow you have to be 21 to legally own one, therefore it would be illegal to give one to someone under 21.  The age of 18 is for rifles.  To be technical a father gives his under 21 son a pistol, technically the parent still owns it and is only allowing the minor to possess it, supposedly under direct supervision of the parent.

Also sounds like a "straw purchase", that can get you into a lot of trouble, unless its something like giving him a pistol passed down through the family.

You may own a pistol at age 18 under federal law but can not buy it or buy ammo for it . I'm not from here but when I grew up in Alaska I was able to carry a handgun at 16 under Alaska law as long as I was , hunting , fishing , hiking , or going to the range and I had parental consent. 18 was open carry and 21 conceald with or without a licence . I wish OK had Alaskan gun laws I'm 23 and have my cow permit now but still .

Sorry man, but you are not correct. You cannot purchase a handgun from an FFL if you are under 21. You can purchase a handgun from an individual if over 18.   There is no federal law on possession, only state law.
