There is the intentional stuff, $100 lunches etc, and then there is the incompetence shown by the administrators and the school boards.  As an example, when Shawnee built a new high school a few years ago they didn't build a gym, they had a free standing gym at the old high school that was more than adequate, after some time they come to the taxpayers saying the old gym is inconvenient, we need a bond issue (raise property taxes) for a new gym at the high school, so they snooker the voters and get their gym, a couple of years later they say the gym is too small, that it's the wrong size for high school basketball games, they need a NEW gym!

A few years ago there was the deal about women having equal athletic facilities to the men, they had a baseball facility that sat unused 99% of the time, but they needed to build a new one for the girls baseball team, they scammed the taxpayers into that, got it half built and said they didn't have enough money to finish it, so they needed another bond issue to finish it, so they got that pushed through.  The solution to the deal was simple, rotate the scheduling rather than build another stadium, but no...that was too cheap and simple.  It came out later that the school admin and board knew in advance that the first bond issue was inadequate, but the total bill was too much to push through in the first try.

The school administration has a simple solution for any problem, throw money at it, they don't care, just raise taxes again!
