David Masters of Fredericksburg was shot and killed by Fairfax County police Officer David Scott Ziants on Nov. 13, 2009, as Masters drove on Route 1 in the Alexandria area of Fairfax County. Masters was unarmed and had ripped some flowers out of a planter in front of a business, which led to the police pursuit.

On Wednesday (ETA 6 May 2015), the Fairfax police released the dash cam video from Ziants’s car.

The shots can be heard (around 2:45 ... not at 1:48 as described in the linked article),.  The shots are immediately followed by what is likely another officer yelling at David Scott Ziants, "What are you doing? Hold up! Whoa! Hold up! HOLD UP! The f@ck you doing dude? Come on.”





Fairfax County police Officer David Scott Ziants was fired about a year and a half later. (Here's a link to an article.)

I heard someone yelling "hold up" or "stop" before the shots were fired. Driver didn't look like he was stopping.  That's all I have to say.

Ya, I'm not sure the officer should have fired his weapon.  My experience with FCPD has been positive but they seem to attract a certain element that behaves like they were picked on in high school.  Guys with a chip on their shoulder.






That being said this guy would be alive and healthy today if he had followed the instructions of the police.

While I am sure you are a very smart person most of the time...your made up tinfoil hat assumptions are wrong. FCPD had VHS cameras and recorders in the cars at the time this happened. If I recall correctly, its amazing this camera was even working. This was about the time when most of the cameras in the fleet was having issues. FCPD removed all the cameras a few years ago because they were having so many issues with them. They now have new camera systems that are digital.

I watched the video and did not even give the static a second thought. IF the static was added in by FCPD I would suggest it was probably down to edit out what was on the tape before this incident started on the tape. The VHS tapes were continuous record meaning once you hit stop, it would start recording again at the same spot you hit stop. The video prior that could have been edited out with the static could have been anything including blank air or some random person getting a ticket.

The audio was interesting towards the end. Sounds like the other officers were doing first aid and trying everything they could to save the guy's life. Very tragic event all the way around.

In my defense at guessing incorrectly about the video's heritage -- what with the absence of typical VHS aberrations, like tearing and chroma problems -- check out the following video.  The video is of noticeably poorer quality than that linked in the OP, and was recorded by the dash camera when FCPD Officer Amanda R. Perry ran a red light, with no siren activated, and killed Ashley McIntosh.  Ms. McIntosh's only 'crime' was that she tried to traverse the intersection on green, while an FCPD Patrol Officer was hotly and stealthily pursuing something or someone.  (Following that same tragic pattern, there were no legal consequences for FCPD Officer Amanda R. Perry.)




The video record of FCPD Officer Amanda R. Perry killing Ashley McIntosh (above, from 12 Feb. 2008) sure seems to have resulted from lesser technology than was in use 13  Nov. 2009 when Fairfax County police Officer David Scott Ziants killed David Masters.  But as I already admitted, I am not privy to any specifics about FCPD patrol cameras ... other than that, which you conveyed, west2746.

Same video system. The shooting was on a clear day I believe from the video. The Perry accident was during a rain storm or maybe even sleet which would explain the poor picture quality. Police cameras shoot though the front car window meaning the picture quality is affected by anything on the window to include dirt, water, etc. Any defense attorney worth what they charge know all about the camera systems in the police cars where they practice. Nothing secret here.  

You need to google stuff more and read the available information on what you post. You have mentioned three very different events. None of them are related to another. All had different out comes for different reasons.

AND I AM NOT DEBATING IF THE OUT COMES WERE RIGHT OR NOT. Just post correct information if you are going to post. Bad or false information does not do anything but confuse people.

The Culsoul (sorry for misspelling the name) was reviewed by the prosecutor and he declined to place charges. The shooting was explained as an accident. Officer was never charged. Was not fired. County settled a lawsuit with the family.

The Perry event was a car accident. The prosecutor presented evidence to a grand jury and the officer was charged with reckless driving, which under VA law was the most the officer could be charged with. The case went to trial and the officer was found not guilty. I believe the county settled with the family on this case also. Officer was not fired.

The Ziants shooting was an intentional act and not an accident. The prosecutor declined to file charges. I believe the justice department looked into this shooting and declined to charge the officer. Ziants was fired for something like improper use of force or something like that. Last I read in the paper, some lawyer was trying to sue the county on behalf of the family even though the family had not hired him and wanted nothing to do with the lawsuit. I read this article in the Washington Post a year or so after the shooting but never saw anything since then.

Dude, you're a spouting some moonbat crap.  I'm surprised that cruiser had a functioning recorder. They were bought in 2000 with grant money from the NAACP. The Mt. Vernon station (where Ziants worked) was the first station to get them and eventually they were taken out because too many of them were broken ( literally a VCR recorder in the trunk). They just installed digital in car video in the last year that downloads wirelessly. The video you saw was originally recorded on VHS and then converted to an .MP4 format for archival purposes.  

For the record, Perry got subsequently canned for not showing up to to work @ the rubber gun squad. The Swat guy, went back to patrol for several years and then retired.
