In Va. is it legal to carry a loaded pistol in a vehicle if the gun is in plain sight? If not can I lay it in my passenger seat with the loaded mag. removed from it?

What if you are only 18?

Or like my 21 year old son, up until a couple of days ago that was waiting the full 45 days for Fairfax County to process his paperwork?  (he open carried)

The last thing you want to do, is leave a pistol sitting on a seat or something similar. If you have have to stop suddenly, that thing may launch across the car.

"Any person who may lawfully possess a firearm and is carrying a handgun while in a personal, private motor vehicle or vessel and such handgun is secured in a container or compartment in the vehicle or vessel"

OAG opinion, case law, and legislative history says that secured does not mean locked.  So yes, if you can legally own one, you can carry damn near however you want in your vehicle without a permit short of loose under the seat...

I beg to differ, there's lots of ways you can get jammed up, if it's not in a box, glovebox, console of some sort that's closeable, and it's not in common view, there could be a problem.  The main thing is be smart, if you can get a CHP, get one cuz you never have to worry about it.  If you can't or don't want to, make sure whatever you got is "secured" in something or plainly out in the open.  

For example a gentleman I encountered recently at work had pulled the steering wheel column cover down and had a pair of pistol shoved in there.  That was found to be not a good idea...

No worries, part of the gig.  I take more pride in helping make sure my coworkers are kept up to date and aware of firearms laws  and education etc.
