Hey guys,

This is probably gonna sound like a stupid question but here goes.

What do I need to buy a stripped lower receiver for an AR in Virginia?

I know I got one a year ago at a gun shop with just 2 forms of ID, but not sure if that still holds or if it would be the same at a gunshow. Was planning on getting one at a show next weekend so any answers are appreciated.

If bought from a dealer at the show you'll need the two ID's.
Just an FYI, I was at Sharpshooters in Lorton last night, they had a couple stripped lowers.
Aero's for $85 and Mag Tactical's for $220

Thanks for the confirmation.

I'd say thanks for the info, but I had some really bad service last time I was at Sharpshooters. On top of that, the staff member that "helped" me didn't know anything about the products he was trying to sell.

Good ol' scheisse shooters, About 5 years ago, they tried to sell me a $350-$400 consignment Colt 1917 or Brazilian S&W model 1937 revolver  (can't remember which).  I had them take it out of the case and immediately noticed  it had an obviously bulged barrel, they didn't seem to thing it was a big deal.  A Pox on their house.

Good ol' scheisse shooters...

Must be a chain of gun stores, there sure are a bunch of them.

Right now, Quantico Tactical in Woodbridge has some Magnesium lightweight Stripped Lower for $150.

Looks solid.

Under Virginia's "Assault Weapon Law"  (yes we have a law on the books - whatever its exact name is):

-proof of United States citizenship is required to buy a complete Sport Utility Rifle or Modern Sporting Rifle (an example would be complete AR-15).  A U.S. passport can be used to prove citizenship (though I realize not many people have a passport).

Anyone know if the law also applies to stripped lowers?

Well, a stripped lower is transferred as an "other".  I don't think there is such a thing as an assault other.

I believe the law defines an "assault weapon" as something "equipped at the time of sale" with certain features.  I haven't needed my passport to date for any of my lowers that I can remember.

Yes, it does... well kind of... Much of this law is interpreted at by the FFL, almost all going with the better safe than sorry route.

All you need for a stripped lower is your VADL and a voter's registration card.
Even if you bring a Passport and VADL, you will also have to bring in something verifying your address on the DL.
a Voter's registration card fulfills both of these  requirements (secondary proof of address and citizenship)

If I am wrong, then the two different FFLs I have been to in the past year are doing it wrong.

Thanks for the clarification Yukonboy03!  I appreciate that.

As to the part in red, over the years, I have asked FFL's about the requirement of proof of citizenship.  More than one answered that they knew nothing about it (no I do not recall the businesses; just that response).  Others adhere to it (particularly in NOVA). However, its tough to keep track of every nuance.  VA should probably repeal their AWB anyway. It does no good AFAIK.

I think much of the confusion is in defining what is an Assualt Weapon; so a handful of dealers, sticking to the "real" definition (full-autos), don't ask for extra evidence on MSRs or Lowers

It's like the BATFE saying that you need to engrave your Form 1 NFA item in a reasonable amount of time... whatever that means

Ok. So let me get this straight.

I'm going to get a stripped lower at The Nation's Gun Show in Chantilly this weekend.

So I should bring the two IDs and proof of citizenship so I have my arse covered?
6/3/2013 2:53:53 PM EDT
[#13]
Yes, your ass will be covered. 2 ID's with the same address is all you really need, if a VA resident. DL, with a vehicle regiration always works. Good luck.

I was buying a Tavor the other day in my military uniform (Navy Officer), I had my orders, MODL and Mil ID. They still required proof I was a US citizen. Being a active duty Navy Officer wasn't enough. They were able to look up my voter registration in my home state so it all worked out, but I found it interesting. Missouri firearms laws have spoiled me!

I've ran into a few places there that insisted on a voter registration card as secondary proof.  One even refused sales to anyone who's card didn't have them as a republican.  So if you have one with a matching address, I'd suggest bringing it.

You know we don't register by party in VA right?  We have open primaries and everything.

I had just moved here at the time, so didn't know that.  I was going by the signs they had in their booths and a couple discussions going on about not having voter registration cards.

You need to be 21 to purchase an 'other' from an FFL since it is NOT a long gun.

Alrighty guys,

Stupid question time again.

Also, thanks for the info regarding stripped lower purchase. Got my second build done now.

On to my new question, and yes I'm changing the topic instead of starting a new thread.

I want to get an AK 47 style rifle. What do I need to have as far as identification is concerned?

Also looking to get this at the Nation's Gun Show in Chantilly, VA next month.

2 forms of ID and proof of citizenship (passport, voter ID card, birth certificate) just to be safe.

Thanks for the reply.

That's what I thought. Just wanted to be sure.

You can thank the 1993 CIA shooter  Mir Qazi for the law.

It was passed after he killed two and wounded three CIA employees outside headquarters waiting in traffic to go to work .

It took four years to catch him (he made it to Pakistan), but we gave him the needle in 2002.

dont forget, your concealed carry permit also works as a second form of ID as does your vehc registration.
