I'm not familiar with the shops on your side of the mountains, but albemarle county firearms has had a few stripped lowers the last couple times I stopped in.
Charlottsville is a bit closer than Richmond too.

Last time I was in Albemarle County Firearms they had lowers for $95 OTD. Good people there.
