My CCW instructror ( Louisa County Sheriff's Dept ) led us to believe that certain localities have their own laws concerning carrying a concealed weapon. He didn't elaborate other than mentioning cities of Richmond and Chesapeake. He said that in the city of Richmond, you can have a concealed weapon, but that it cant be loaded. Is this true? If so ,what about any other different laws. What about Chesapeake? What exactly is considered " loaded " ? Is the gun loaded if there is a full mag in but no round chambered?

I don't recall anything posted in the General Assembly Building in Richmond about unloading weapons/CHP when you enter the building.  Not sure that this is the latest rules but:

§ 15.2-915. Control of firearms; applicability to authorities and local governmental agencies.

A. No locality shall adopt or enforce any ordinance, resolution or motion, as permitted by § 15.2-1425, and no agent of such locality shall take any administrative action, governing the purchase, possession, transfer, ownership, carrying, storage or transporting of firearms, ammunition, or components or combination thereof other than those expressly authorized by statute. For purposes of this section, a statute that does not refer to firearms, ammunition, or components or combination thereof, shall not be construed to provide express authorization.

Ask the city of Norfolk about preemptions in light of losing to DanBus twice.

Everything you need is contained in the Code of Virginia, section 18.2-308

There are certain parts about Richmond (specifically VCU/MCV) that are different than the rest of the state. Other than that, the state has 'preemption' which does not allow localities to set laws different than state law with regards to firearms. So, the text in 18.2-308 applies across the state, nothing more, nothing less.
