Someday soon I want to put a can on my USP Tactical or get a 22 with a can. I talked to John (Oliver) (thanks for your time and all the info John!) after reading his reply to the group buy thread. I called the sheriff's office to see if Sheriff Agnew signs. According to his secretary he doesn't. I may try and talk to Agnew personally, but what are my other options? Does anyone in Goochland have any advice?

Incorporation is the only option I know of to obtain a silencer without a chief LEO signature.
Maybe others can take you down that path. Still, I'd try walking in and asking him.

Edit: It would be interesting if we could compile a sticky thread that covered Virginia county by county experiences with CLEO's. Were they willing to sign or not?

It's a shame when elected officals don't support there constituents.  How soon they forget what a voter is and how to serve them.

Nick, besides the Sheriff the following may also sign:

Chief of Police.
Head of the State Police.
State or local district attorney or prosecutor having jurisdiction in the transferee's area of residence.

A face to face visit with the Sheriff is a good idea, you can make an appointment through his secretary.  Remind him that he only certifies that he has no information indicating that you will use the firearm or device for other than lawful purposes.  Suppressors are legal in Virginia, despite his personal opinion against you having one.  I would try and work with the local Sheriff first, who knows, maybe your elected Sheriff could use your support one year.  Volunteer to work on one of your elected officals re-election campaign, you might be supprised how things could change.

As mentioned in a previous post, the corporation route is another avenue to explore.

IIRC Driftpunch is from the same area and he's told me before that there are no class 3 signoffs. I wish you luck just the same.

I've never been through this process, but am considering it for the future.  If this statement is the case, has there been an effort to put something akin to "shall issue" in the law?  Other than a background check, what was the original intent of a CLEO signoff?

Thanks for all of the help guys. I'll probably try to meet with the sheriff face to face when I'm ready for certain to buy my can. There is a gunsmith nearby that I'm going to ask in case he ever deals with the sheriff. I emailed Larry at CCF to see if he knew anything about Goochland. He didn't have any direct dealings with them, but in the past when his customers have had trouble with getting sign offs they have gone to the clerk of courts and filed a writ of mandamus. Basically it tells the sheriff to do his job. This has worked even in Fairfax.

Hopefully it won't get to that, but in the event it does I'll give it a shot. The question on the form doesn't ask their permission, it asks if there is anything in your background that wouldn't allow you to own the (in this case) suppressor. So theoretically it shouldn't matter whether or not they want me to have it, but we'll see. If all else falls incorporate. It may be a little while, but I'll definitely keep you posted.

Let me know if you have any luck, because he told me he simply doesn't do that.  He wished me luck and told me to call the state police (a bunch of rude a-holes who said that they defer to the locals).  Agnew is a nice guy and was very polite about rejecting me.  I voted for him in the last election regardless of this as his opponent was a 'good ole boy'.

His secretary had kind of a condescending tone when I talked to her, but oh well. One way or another I will (legally, of course) own a suppressor. What part of Goochland are you in? I'm in Manakin.

I live about 3 miles west of 'Oilville' on 250.

I met you at the Falfest with Templar from Degoff's.  Had no idea you were that close to Cavalier.  Come on out sometime.  We're there on the last Sunday of the month for IDPA and the rifle/shotgun sidematches.  Even if you don't want to shoot the match, we often goof off on the 500 yard side afterwards.  Have to work this month, but Templar should be there.

I know it sounds strange, but signoffs in Richmond have been no problem.  You would think the rural area would be a little more open to NFA stuff.  Maryland has one (probably the only) advantage over Virginia concerning firearms.  Their state police handle signoffs.  Sure would be nice if Virginia had the same practice.  Good luck with your pursuit of a can.
