I have to go to IL for some business and want to clarify a mag capacity law. I will not be carrying, but will have a handgun unloaded and locked with me. As long as I stay out of Chicago, Cook County, Oak Park and Aurora, I am good to go with a 17rd magazine, correct?

You are basically correct.  I think there might be a few ban cities not on your list.
There are no statewide mag cap limits, and only a small minority of cities and cook
county have any bans.  Technically if you have a CCW the ban does not apply to
your pistol anyway because we are *supposed* to have statewide preemption on pistols.
There are as yet no court cases that specifically state whether that applies to magazines.

If you have a MN CCW you can keep it loaded as long as it stays in your car.  See the
new CCW statute for particulars.

Also,we have statewide preemption on transportation of firearms.  So, as you described, you can transport basically anywhere in the state...Local magazine bans won't apply to you.
