As a resident of Cook County and of Chicago, I can give you an short answer...I don't really know. But what winddummy82 says is important. An upper is not a firearm. Therefore if you're uncomfortable shipping to South Holland, you could always ask the receiver if he could suggest an address outside of Cook County to send it to. That's probably what I would do if I were in your shoes. |

As long as the upper is legal to own in Illinois you shouldn't have a problem shipping it. Just make sure it's a 16" barrel and you should be good to go. Barrel length won't matter since AR pistols are legal. It's an upper, not a gun. It's no different than sending parts. I know people in Cook that get complete uppers shipped from various manufactures and businesses all the time. They just keep their assembled rifles out of Cook unless they live in a home rule town that ignores the Cook ban. |

I don't know what rules if any there are on shipping parts of guns into Cook County.
As far as I know, Cook County does not consider an upper to be a firearm. However, the Cook County ordinance specifically includes what they call "conversion kits" in their ordinance as assault weapons. Sec. 54-211. Definitions.
The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: Assault weapon means: ... (6) Conversion kit, part or combination of parts, from which an assault weapon can be assembled if those parts are in the possession or under the control of the same person; whether an upper is a conversion kit or not is up to a court. OTOH, as far as I know, Cook County has yet to charge anyone with violating their AWB. |
