| Can anybody give me a bullet points on HB1189 that passed? I will try and pick through the entire bill late tonight but am still tied up a bit and don't have the time to read and digest the bill. If you don't want to give a quick outline can someone please post a link where it has been talked about on this site or Illinoiscarry? Thanks for helping. Just trying to figure out what is going on. It figures..... I watch for weeks and the one day I am busy as can be all this goes down. |

There is a little bit of info in the IL daily calender thread on IC. Unfortunately I don't remember exactly which pages it's on.
From what I got from it it involves private sales and lost or stolen. If you decide to sell me a gun privately you're supposed to call ISP to make sure my FOID is not revoked. And you're supposed to report lost or stolen firearms to police within 72 hours of finding them missing. But, as I understand it, and I could be wrong, there doesn't appear to be any penalty for not doing so. Kind of like requiring by law that a FOID must pe processed in 30 days, but if not.....oh well.

Looks like the original bill had to do with Sex Offender registration and in typical IL fashion an Amendment was filed (3 IIRC) that made changes to the FOID.
Sounds like effective 1/14 you would have to call ISP to verify another IL resident's FOID was valid prior to doing a transfer with that individual. |

HB 1189 SA1
a-10) Any person who is not a federally licensed firearm dealer and who desires to transfer or sell a firearm or firearms to any person who is not a federally licensed firearm dealer shall, before selling or transferring the firearms, contact the Department of State Police with the transferee's or purchaser's Firearm Owner's Identification Card number to determine the validity of the transferee's or purchaser's Firearm Owner's Identification Card. This subsection shall not be effective until January 1, 2014. Sec. 24-4.1. Report of lost or stolen firearms. (a) If a person who possesses a valid Firearm Owner's Identification Card and who possesses or acquires a firearm thereafter loses the firearm, or if the firearm is stolen from the person, the person must report the loss or theft to the local law enforcement agency within 72 hours after obtaining knowledge of the loss or theft. |

It is the FFL that transfer's it to the person, not you. |
