Can an Illinois resident with a FOID purchase a handgun/long gun out of state through a face to face private sale? For example, Illinois res w/foid buys a lower ftf in Indiana.
Should there be a waiting period too? |

No. All interstate transactions must always go through a FFL. Only intrastate transactions may bypass a FFL, in which case they are regulated only by state law.
Also, handguns can only be transferred by a dealer in one's state of residence. So, I can buy a long gun from a dealer in any state (as long as the state doesn't have further restrictions), but can only buy handguns here in OH. You would only be able to buy handguns in IL. |

You can buy a long gun in any state, but an Illinois resident (thanks to Illinois' draconian laws) can only buy a long gun in a bordering state (and only from an FFL in that bordering state) |
