I have an AR pistol that I want made into an AOW.  I'm not to clear on the procedures but if I want to turn it into an AOW can I have a local SOT make it so I pay $5 instead of $200?  If so, who can do so?  If not, anyone selling AR AOW pistol lower?  Thanks.

You can Form 1 the AOW yourself and save any fees that an SOT would charge you. You will need to have the receiver engraved with your name/trust and send the Form 1 in along with a Certificate of Compliance and a check for $5 to BATF and you are good to go.

When printing the Form 1, make sure that you print the front and back side on the same paper and fill out any needed information. The CoC only needs the front side printed.

I was told that it was $200 to Form 1 and $5 to Form 4 an AOW.

Absolutely correct!  Everything NFA is $200 to make (for a non-SOT).  AOWs are $5 to transfer.  Everything else transfers at $200.

If I may ask, what are you doing to your ARP that will make it an AOW? Adding a VFG?

A licensed manufacturer can absolutely add a vertical fore grip to a registered pistol lower making it an AOW and transfer it back to you for five bucks.

They're certainly entitled to charge for the time it takes to add a fore grip, submit the 5320s, engrave, recover ITAR and Federal excise tax (if applicable), yearly SOT costs, and to store your weapon in their safe until such time as BATF approves the transfer back to you.

Here's a portion of BATF's ruling on the subject as it applies to your question.  
A person may also send the handgun to a person licensed to manufacture NFA weapons. The manufacturer will install the fore grip on the firearm and register the firearm on an ATF Form 2. The manufacturer can then transfer the firearm back to the individual on an ATF Form 4, which results in a $5.00 transfer tax. If the manufacturer is out of State, the NFA Branch will need a clarification letter submitted with the ATF Form 4 so that the NFA Branch Examiner will know the circumstances of the transfer. Questions can be directed to the NFA Branch or the Firearms Technology Branch.
